North Country Region Volleyball (NCR) is under the umbrella of USA Volleyball, the National Governing Body of Volleyball in the USA and part of the Olympic Movement. As one of 40 regions in the United States our mission is to Grow the Game. As one of the largest regions in the country both geographically and membership, we serve Minnesota, North Dakota, South Dakota, and the Upper Peninsula of Michigan.

Laura Bush was named Executive Director for North Country Region Volleyball in March of 2018. As Executive Director, she oversees all day to day operations of a six person staff that services a region that boasts over 20,000 registered members. Reaching across the entire region (Minnesota, North Dakota, South Dakota, and the Upper Peninsula of Michigan) to grow the game of volleyball is the focus of North Country Region Volleyball.
Prior to the position at North Country Region, Bush had a successful 21 year career as a Division I College Volleyball Coach with her last seven years of college coaching being at the University of Minnesota. Bush earned her B.A. from the University of Illinois Urbana-Champaign where she was a four year volleyball letter winner. She earned her M.Ed. from Michigan State University after awarded an NCAA post graduate scholarship. Bush resides in Saint Paul.

Beth has been a part of North Country Region since 2006. She worked with several clubs, most recently Monti Club, within the Region.
Modaff started playing volleyball in 7th grade and went onto a collegiate career at Northland International University, in Dunbar, Wisconsin where she graduated with a major in English education and a minor in coaching.
Modaff has been coaching at Monticello High School for 15 years, most recently leading the Magic to five consecutive Mississippi 8 Conference Championships and to the MSHSL State Tournament for the past four seasons. In 2019, she was selected as North Country Region's 14U Coach of the Year and has been named by the American Volleyball Coaches Association (AVCA) as National Coach of the Year for 14U.
RTDP Programs, Officials, Events & Tournament Director

Trae was named the Administrative Assistant for Events, Officials and Programs in November of 2022. This Administrative Assistant will assist the Events, Officials and Programs Director in creating high quality experiences for North Country Region members.
Beginning in August 2023, Trae took on the role of Membership Specialist. The Membership Specialist assists all NCR members with membership registration, membership benefits, membership types, eligibility questions, rostering in USAV/SportsEngine Governing Seasons, and more.
Trae has graduated from the University of Northwestern - St. Paul with a degree in Sports Management and a minor in Coaching. She recently wrapped up her own successful collegiate soccer career and will continue her soccer coaching career with United FC Rush this season. Along with playing club and recreational volleyball since the age of 9, Trae has also helped coach volleyball at summer clinics and camps for ages 5 up through the high school level.

Jesse Meehan started with North Country Region Volleyball in October 2025 as a bookkeeper and administrative resource. He provides financial management, administrative support, and human resources for the organization.
Jesse has operated a successful administrative assistance and bookkeeping business since 2019. He currently resides in Minnetonka with his wife and two sons.
