The NCR All-Stars Indoor High Performance program allows outstanding junior volleyball athletes to play for experienced coaches and represent North Country Region at an interregional & international volleyball event -
the USA All-Star Championships.

2025 AGE GROUPS

AGE DIVISION EXPLANATION:  The USA All-Star Championships is an international event.  As such, the age divisions follow the FIVB age divisions, which are based strictly on year of birth and are on a two year cycle.  2024 started a new cycle, so many players will be younger than their age division.   Keep in mind that ALL participating teams must follow the same age division guidelines, so, for example, all players competing in the U17 age division will be born in 2008, 2009 or later.  
 
WOMEN/GIRLS HP AGE GROUPS
Girls U19 (Born in 2006 or 2007)
Girls U17 (Born in 2008 or 2009)
Girls U15 (Born in 2010 or 2011)
Girls U13 (Born in 2012 or later)
*NCR plans to send at least five Girls Teams to the USA All-Star Championships.  Age divisions will be dependent on participation.
 
MEN/BOYS HP AGE GROUPS
Boys U19 (Born in 2006 or 2007)
Boys U17 (Born in 2008 or 2009)
Boys U15 (Born in 2010 or later)
 
*NCR plans to send two Boys Teams to the USAV All-Star Championships.  Age divisions will be dependent on participation.

USA All-Star Rule Differences

The USA All-Star Championships serves as an opportunity for athletes to play under international rule sets and allows officials training to become international officials the opportunity to officiate under such rules.  

What are some of the key rule differences?
  • The Libero is designated for the entire match and cannot serve. 
  • Substitutions are limited.
  • Players not in the match must be seated on the bench or in the warm-up box. 
  • A ball that hits the ceiling is out of play, and the rally ends.
  • Only the head coach can stand. 
  • Matches are best 3 out of 5 sets.  As a general rule, two matches are played each day. 
  • If a timeout has not already been called, a technical timeout is taken when the first team reaches 13 points.  Teams must wait outside the court until they are summoned back onto the court by the R2.
  • Simultaneous contact by two players counts as two hits

How do these rule differences impact our NCR High Performance athletes?

 Due to limited substitutions and limited roster size, NCR All-Star players should be able to fill multiple roles.  NCR High Performance Coaches will take this into consideration when building their final rosters.  Playing time will not be equal and is earned through a combination of attitude, effort, skill and what the coaches believe is best for the team.  

 

THE HIGH PERFORMANCE PROCESS

  • ATTEND A TRYOUT - Sign up to attend an NCR HP Tryout.  Athletes may attend any HP tryout in the Region.  Cost: $65
  • ATTEND SELECTION CAMP - Selected athletes will be invited by the HP Coaching Staff following the NCR HP Tryouts.  This is an overnight camp held Friday-Sunday at the Bethel University in St. Paul, MN.  NCR All-Star teams will be formed at this camp. Anticipated Cost: Under $500
  • ATTEND TRAINING CAMP & USAV ALL-STAR CHAMPIONSHIPS - The final NCR All-Star Team in each division will attend a team training camp at Winona State University and then travel as a team to the USAV All-Star  Championships in Madison, WI.  Anticipated Cost: Under $1,500

HIGH PERFORMANCE SELECTION CAMP

The North Country Region RTDP/High Performance Selection Camp experience will include on-court training, evaluation, and competition, as well as classroom sessions.  Players will stay overnight on-site with other campers in their age group. 

Boys & Girls Selection Camp will be held at Bethel University in St. Paul, MN on June 6-8, 2025. 

Please note: Players must have a full NCR-USAV membership to attend the NCR HP Selection Camp and must attend the NCR HP Selection Camp to be placed on an NCR All-Star Team roster.

JULY 20: TRAVEL DAY/TRAINING CAMP BEGINS
• NCR All-Star Team Training Camp begins at Winona State University.  All athletes will need to arrange their own transportation to training camp.
 
JULY 21-22: TRAINING CAMP 
• All NCR All-Star Teams will be staying on-site at Winona State University and training with their NCR All-Star Team and coaches.
 
JULY 23: TRAVEL & PRACTICE DAY
• Teams will be shuttled from Winona State University to the tournament hotel in Madison, WI.  
• Practice day in the Alliant Energy Center in Madison
 
JULY 24-27: USAV ALL-STAR CHAMPIONSHIPS
• Match days at Alliant Energy Center in Madison
 
JULY 27: TRAVEL DAY
• Athletes will be released to their parents following their team's final match of the day.

Includes the NCR All-Star Team training camp as well as lodging and meals during training camp, transportation from training camp to Madison, lodging and breakfast during USA All-Star Championships, uniforms, NCR gear, tournament entry fee, insurance, coaching & program administration.  Athletes should bring enough meal money to cover their lunch and dinner each day during the USA All-Star Championships; recommended amount is $40-$50 daily.
