Junior Officials Clinic Information Updates

Please read through the new 2009 Points of Emphasis before going into the details of the outline which has been attached with this Bulletin. This allows the attendees to at least "know" what you need to cover and what they will need to be familiar with at the end of the Clinic.

There is a new policy regarding personal electronic devices at score tables "No personal electronic devices are allowed for the officiating team (R1, R2, line judges and scoring team) while officiating. If caught using any personal electronic device while officiating you may be asked, at the discretion of the Tournament Director, to leave the event." Please inform your attendees to turn OFF their cell phones at the Clinic.

USAV National Tournament Information

Non-national referees are permitted to officiate as line judges at Opens for the Open Division competition only. The teams provide line judges for all other divisions except the finals. We would prefer that officials have been certified "regional". The dates that line judges would be needed are May 23-26. I would need to know the names of those interested from the North Country Region and the times/dates available. I would also need to know email addresses so that I can send them a contract and W-9 for their services.

We could also use Regional Scorekeepers to serve as Assistant Scorekeepers for the Open matches.

The applications for Junior National and National Referee candidates are now online, along with general instructions and information. These are two separate documents. Please share this information with your Regional or Junior National referees who will be considered for candidacy this season.

The application and information sheet can be found on the USA Volleyball website. Click on Resources in the red menu below the USAV banner. Select Rules & Officials from the Resources menu. In the blue menu on the left side of the Rules & Officials page, select National Official Application Information, then croll down to the middle of the page for the National referee candidate application. Junior National referee candidate application and information is just below that.

Candidates should read the General Information and Instructions first. The fields on the application should be filled out, and then the application should be printed.

If any of your candidates have questions, they may contact me directly, or you may do so on their behalf.

Please note the relevant deadlines for the application process:

February 15, 2009 – Form A (or B) rules exams must be completed.

April 1, 2009 – Candidate application process must completed with all relevant documents postmarked no later than April 1, 2009.

May 1, 2009 – Accepted candidates will be notified on or before May 1, 2009.

June 1, 2009 – Accepted candidates must complete Form C scorekeeping exam online by June 1, 2009. (National scorekeepers are exempt from this requirement.)

NOTE: The rating dates for Junior National candidates at the Girls' JOVC in Miami have not been determined. We are awaiting the final competition schedule so that we know when the 17s and 18s are playing. The information and application will be updated as soon as that information becomes available, and I will notify all of you via email.

The blog is open to all volleyball referees and will be moderated by Mike Carter, Officials Representative to the USA Volleyball Board of Directors. Whatever you are interesting in learning about, we will do our best to answer your questions here! There will also be information about USAV camps, interpretation letters, and links to other volleyball sites and resources. We have video clips and what if scenarios for your viewing and comments. You will also have the ability to post a clip to help the visualization of any scenario you might pose!!

To post, you will need to register on the site (to keep the spam down). Since it is a moderated site, the questions and situations will be posted as frequently as we can, giving us time to ensure that all questions are suitable for posting. We reserve the right to not post a situation or question we feel is inappropriate or to post without the use of names that might embarrass other referees.

We are excited about this opportunity for referees to share their USAV experiences with others, and to get feedback from top referees in our organization. Please forward this information to anyone you believe might be interested in this site. It is open to all referees with any level of experience from beginners to the most seasoned of referees.
